A panel in the decorative glass in my door was shattered, can I replace just the panel or do I need to replace the whole thing?

hydraulic hinge on door has lost fluid and is not working properly, it seems as though we are replacing the hinge once a year, and having it adjusted twice between replacements. the door is on a convenience store that has a steady flow of customers. this is not my area of expertise but it doesn\'t seem right to replace this hinge that often, there must be something better.
